In the Lucifer series, it turns out that God is actually completely indifferent to such behavior because it is all deterministic and hypothetical, ab aeterno. In the same way, the sinner needs to be punished in order to feel the guilt of his sins, that is, to feel that he is really sinning, that he is deeply offending God, that God is deeply fraught by his bad behavior, and so on. Every sadist is a closet masochist (he needs to be beaten in order to feel that he knows how much he is hurting others in his sadistic fits). The psychological commentary is deep as it shows how the guilt-driven mind is actually a kind of masochism and narcissism. He won't leave because of his horrible crimes and goes on and on about how much he deserves his punishment, and so on. Lucifer can't leave until everybody has been vacated, so he's stuck with the task of driving out this tormented soul.
